GOAL 1
Engage the community to address the issues of poverty and homelessness
OBJECTIVE 1
Educate the public on the scope, causes, and costs of poverty, and the Federal and local plan to prevent homelessness/poverty, and the reasons for taking action
STRATEGIES
- Create a yearly Summit on Poverty and Homelessness
- Engage the faith based community by attending local prayer and strategic planning meetings
- Quarterly attend and speak at city and county council meetings giving them a brief update on homelessness and poverty
OUTCOMES
- Annual summit will attract 400 people
- 50% of churches/house of worship will invite The Lazarus Project to speak on homelessness and poverty
- County and cities will adopt a plan to end homelessness and reduce poverty
OBJECTIVE 2
Involve businesses, faith based organizations, foundations, and the general public on supporting the proven models that will end homelessness
STRATEGIES
- Yearly presentations to local Chamber of Commerce’s
- Partner with PICO (People Improving Communities through Organizing) and other pastoral gatherings in holding quarterly pastor luncheons
- Yearly meet with the Placer Collaborative Network, Placer Consortium in Homeless, and local foundation presidents to educate them on our organization
- Yearly presentations at local service groups and media outlets
OUTCOMES
- Local Chamber of Commerce will support permanent supportive housing
- 50% of churches/houses of worship will monthly donate
- Six local foundations will donate on a regular basis
- 50 new community volunteers will be active within our organization
GOAL 2
Equip our community with affordable, obtainable, and stable housing
OBJECTIVE 3
Create two permanent supportive housing projects
STRATEGIES
- Develop a Permanent Supportive Housing Program on seven of the nine acres of land located in Loomis
- Gain site control on a two plus acre site in Roseville or Lincoln
- Master Lease an existing complex to obtain 20 to 25 units
OUTCOMES
- Create 50 units for families/individuals/veterans will be placed in housing resulting in a 10% decrease in homelessness
- Develop a site plan that will create housing for families/individuals/veterans
- Create the first partnership between a for-profit developer and not-for-profit in Placer County creating housing for 25 families
OBJECTIVE 4
Expand our Transitional Housing Program
STRATEGIES
- Utilize the Emergency Housing Assistance Program Capitol Development Grant to purchase two additional homes for singles by 2015
- Utilize the Emergency Housing Assistance Program Capitol Development Grant to purchase two duplexes or triplexes for families of veterans by 2015
OUTCOMES
- Twelve individual will have temporary housing while qualifying for Permanent Supportive Housing
- Four to six families of veterans will have temporary housing while qualifying for Permanent Supportive Housing
OBJECTIVE 5
Provide a Financial Housing Assistance Program to prevent and rapidly re-house persons who would be homeless but for these funds
STRATEGIES
- Provide $200,000 of yearly rental and utility assistance to prevent households from entering homelessness and to provide rental and utility assistance to rapidly re-house persons who are homeless.
OUTCOMES
- The prevention or rapid re-housing of 17 families and 8 individuals
GOAL 3
Empower people to attain economic security and social well-being
OBJECTIVE 6
Improve access to mainstream programs and services
STRATEGY
- Develop two acres of the nine acre site into a multi-service center that will house a health clinic and a variety of non-profits that will offer services to those in the community.
- Integrate existing and develop new health care programs that will better serve our clients in obtaining social well-being by meeting regularly with local service providers to streamline the current system
OUTCOMES
- By creating a “one stop shop” local access facility we will provide accessible and affordable physical and mental health resources that will serve the target population and impact the overall provision of services within the county.
- 80% of the social service providers in Placer County will partner in identifying current gaps in services and implement meaningful and practical methods to provide better access.
OBJECTIVE 7
Increase meaningful and sustainable employment
STRATEGY
- Collaborate with vocational rehabilitation and employment programs to increase job opportunities
- Establish partnerships with for-profit businesses to create two new businesses that will provide employment opportunities and “skill training” programs
OUTCOMES
- Our employment program will result in 50% of all adults within the program being employed
- Our training and “skill certification” program will have a 75% completion rate and 50% of those completing the program will be employed after the first year.
- The creation of a partnership(s) that result in the establishment of two businesses that create 20 employment positions and certify 50 people a year in a specific field
